U.S. Judge Garland Burrell Jr. of Sacramento, incompetent boob

The state of California presented with a law license in 1976 after he graduated from Western State University College of Law.

Former president George H.W. Bush was duped into appointing Garland as a U.S. District Court Judge for the Eastern District of California in 1991. Garland didn’t receive the appointment because he was the most qualified attorney in the greater Sacramento area. He received the appointment because he had proven to be a reliable lackey for the local political hacks.

In one matter, Garland presided over a case alleging constitutional privacy deprivation by Placer County’s City of Roseville and higher-ups in the police department for discharging a probationary officer, at least in part, because she was engaged in a sexual relationship with a male officer.

In a display of total ignorance, Judge Burrell granted summary judgment to Placer County, et al, thereby dismissing the plaintiff’s cause of action. However, the Ninth U.S. Circuit Court of Appeals reversed Garland’s ignorant dismissal of the case. In its ruling, the 9^th Circuit said in part:

“We have long held that the constitutional guarantees of privacy and free association prohibit the State from taking adverse employment action on the basis of private sexual conduct unless it demonstrates that such conduct negatively affects on-the-job performance or violates a constitutionally permissible, narrowly tailored regulation….Because a genuine factual dispute exists as to whether the defendants terminated Perez at least in part on the basis of her extramarital affair, we conclude that she has put forth sufficient evidence to survive summary judgment on her Section 1983 claim for violation of her constitutional rights to privacy and intimate association.”

Of course Garland the Incompetent Moron doesn’t much give a damn how many times his asinine rulings are overturned by the Court of Appeal because he knows that no federal judge  has ever been removed from office for being a Moron. Additionally, he has absolutely no concern for how much taxpayer money is wasted as a direct result of her gross incompetence.

As we speak (ca. June 2018), Garland continues to sit as an U.S. District Court Judge in Sacramento, California.
