The state of Wyoming presented Stacy E. Casper with a law license in 2001 after she

               

The Lawyer Disciplinary Board found Dick guilty of the following misconduct.

 

In one matter, Stacy represented a client in a divorce and child custody matter and received a $5,000 retainer for her services. Stacy represented the client through the first day of divorce court; however, two months later she quit, citing nonpayment of her legal fees. The client finished the trial without further representation.

 

One month after the trial concluded, Stacy filed a lien on property owned by the ex-husband with the Natrona County Clerk indicating her client still owed nearly $19,000 in fees and costs that accrued during the first nine months in which she served as the attorney.

 

The ex-husband’s attorney immediately questioned the lien’s propriety, which did not cause any corrective action by Stacy. Stacy’s inaction led to the ex-husband to file an ethics complaint against Stacy.

 

Stacy’s fee agreement with the client provided that the minimum time increment to be billed would be 15 minutes or $50 at Stacy’s $200 hourly out-of-court rate.

 

A review of Stacy’s billing statement established that there were instances wherein she billed twice for the same activity. In some instances she billed .25 hours to review a document and then another .25 hours to sign the same document.

 

As a consequence of his misconduct, the patron saints for Attorney Misfits sitting on the Wyoming Supreme Court punished Dick by gifting him with a complimentary 30-day suspension of his law license.
