Attorney Raymond L. Kern of Bedford, IN; repeat offender, thief

 
For several years, Raymond sat as a Lawrence County Superior Court judge.
 
During his useless time on the bench, Raymond was disciplined twice for engaging in a variety of misconduct. The Indiana Commission on Judicial Qualifications (Commission) found Ray guilty of the following misconduct:
  • Engaging in unlawful ex parte communications
  • Knowingly denying a litigant her constitutional due process rights
  • Making false statements during the course of the Commission trial
  • Showing no remorse of any kind for his wrongdoing
In aggravation, the Commission made not of a prior warning it had given Ray for engaging in improper ex parte communications in 2000.
 
While the Commission was proceeding with the above ethics investigation and trial, it came upon facts requiring it to file additional charges against Raymond, which are as follows:
  • He issued misleading (false) orders and statements in an attempt to obtain payment from Lawrence County for legal expenses he incurred in defending himself in the initial action
  • Ray submitted mileage claims to Lawrence County on behalf of employees whose mileage expenses had already been paid by the Commission
  • Ray continued to preside over cases involving his own creditors, even as he and his personal lawyers were negoit5ation with those same creditors during the court of his personal bankruptcy proceedings
  • He made a false statement (perjury) to the Commission about the status of his finances
As a consequence of this new complaint proving that Ray was a thief and perjurer, he took the cowards way out and resigned rather than face forced removal from the bench.
 
Because Judicial Misfits in Indiana are held to a lower standard of conduct then everyone else, Raymond was never criminally charged for fraud or perjury.
 
As we speak (ca. March 2012) Raymond practices his brand of law at 906 16th Street in Bedford, Indiana.
