Former Judge Robin Carroll of El Dorado, AR; moronic scofflaw

 

The state of Arkansas provided Robin Carroll with a law license in 1995 after he graduated from the University of Arkansas School of Law.

 

FYI: Robin has had his significant snout firmly implanted in the public trough for the past seventeen (17) years. Apparently, no self-respecting law firm in the greater El Dorado area.

 

The Arkansas Judicial Discipline & Disability Commission found Robin guilty of engaging in the following misconduct.

  • Failed to accord to every person who had a legal interest in a proceeding, or that person’s lawyer, the right to be heard according to law (aka, due process)
  • Exhibited a disregard for legal procedures
  • Failed to perform his judicial and administrative duties competently (moron)
  • Failed to uphold the integrity of the judiciary
  • Failed to comply with the law (scofflaw)
  • Failed to act with due diligence (slacker)
  • Engaged in improper ex parte communications (one-sided)
  • Failed to disqualify himself from one or more cases when disqualification was mandatory
  • Robin’s behavior undermined public confidence in the office of Circuit Court Judge
  • Dismissing cases without due process
  • Abused the prestige of his judicial office to advance his own personal interests
  • Told the Sheriff in chambers that he needed to fire a particular deputy sheriff he had known previously
  • Contacted a managing public defender by phone before court and let him know that he would dismiss cases involving the deputy sheriff he previously knew that day if the public defender made the motions to dismiss in court
  • Robin met in his chambers with the deputy prosecuting attorney, the public defender, and the managing public defender, and told the public defender to make motions to dismiss and that he would grant them
  • When the deputy prosecutor told the Robin that he would have to object, he said, "No,
  • you aren't"
  • By his words and actions, Robin attempted to coerce the parties to settlement and despite his bias against the deputy sheriff, Robin did not immediately recuse himself
  • Engaged in actual impropriety
  • Robin stepped into the role of defense counsel rather than allowing the defense to proceed with their own legal
  • arguments in proper hearings and inappropriately claimed to speak on behalf of one of the parties
  • Failed to follow proper procedures
  • Failed to ensure the proper administration of justice
  • Failed to instill public confidence in the independence, integrity, and impartiality of the judiciary
  • Robin failed in his duty to recuse when actual bias was present involving the deputy sheriff
  • Attempted to exert improper influence over Arkansas Game & Fish Commission cases pending in other courts
  • Robin does not routinely make clear docket entries
  • During certain months, Robin failed to call his full docket on the record
  • Cancelled court numerous times without appropriate, prior notice to litigants, attorneys,
  • witnesses, or law enforcement employees who had prepared for and travelled to court
  • At times, local jails had to house the inmates while they waited for court due to Robin’s conduct
  • Robin would cancel court after the Sheriffs' Offices had transported the inmates for court, were in route to get
  • them, or were on the way to court with them
  • Deputy prosecutors or public defenders would at times have to request that Robin's trial court assistant(s) mail notices to defendants with the new court dates because official orders to appear were not always provided to defendants in court or on the record

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Judicial Commission punished Robin by gifting him with a complimentary 30-day suspension without pay from the bench.
