Judge Ken Harper of Monticello, AR; habitual drunk

 
In 2011 the Arkansas Judicial Discipline & Disability Commission found Kenny guilty of the following misconduct.
  1. Arrested for driving under the influence and subsequently convicted
  2. Refused arresting officer’s request to take breathalyzer test
  3. Repeatedly took the bench while intoxicated
  4. Was drunk when appearing in jail to conduct bond hearings
  5. Made appearances in open court with slurred speech and other obvious impairments
  6. Appeared at a public meeting but before he was scheduled to speak he was forced to leave because was drunk
  7. Involved in arguments and belligerent conduct during public meeting
Here we have a serial drunk continuing to receive an undeserved paycheck from the overtaxed citizens of Arkansas. To be fair to Kenny, he’s not the only drunken loser sitting on the bench compliments of state Judicial Commissions and/or State Supreme Courts.
 
As a consequence of his egregious misconduct, the apologists and enablers for Judicial Misfits sitting on the Judicial Commission punished Kenny the Lush by gifting him with a complimentary censure.
 
As we speak (ca. April 2012) Ken the Drunk remains sitting on the bench (when sober) in Monticello District Court, which is about 90 miles south of Little Rock.
