Judge John Seay of Hodgenville, KY; serial slacker

The state Kentucky presented John David Seay with a law license in 1976 after he graduated from the University of Kentucky School of Law.

The Judicial Conduct Commission found Johnny guilty of the following misconduct.

  • Failed dispose of judicial matters promptly, efficiently and fairly
  • Engaged in a pattern of delay in cases under submission in all three counties Seay’s circuit
  • Persistent delays persisted even after a number of cases were brought to his attention by the Judicial Conduct Commission
  • Failed to act with due diligence (slacker)
  • Court records show that in the first three months of the year, Johnny had a backlog of 57 cases that had gone 90 days without receiving a decision
  • Records further indicate that most of the 57 cases involved custody battles where family members were stuck in limbo as they waited for Johnny the Slacker’s ruling

As a direct consequence of his misconduct, the apologists for Judicial Misfits sitting on the Kentucky Supreme Court punished Johnny by gifting him with a complimentary reprimand.

As we speak (ca. February 2019), Johnny continues to sit as a Circuit Court judge in Hodgenville, Kentucky.
