Attorney Thomas Black of Pratt, KS; ethical dwarf



The sate of Kansas presented Thomas V. Black with a law license in 1990 after he graduated from Washburn University Law School.


The Kansas Board for Discipline of Attorneys found Tommy guilty of the following misconduct.


Tom’s misconduct took place while Tommy was the elected Pratt County Attorney.

  • Failed to properly safeguard funds
  • Never obtained receipts for cash transfers
  • Thousands of dollars received by Tommy through informal diversion program were unaccounted for
  • Tommy was charged with various crimes related to unaccounted funds in the diversion program; however, he was later acquitted by a second jury
  • Failed to maintain proper records of funds he received

As a consequence of his misconduct, the patron saints for Attorney Misfits sitting on the Kansas Supreme Court punished Tommy by gifting him with a complimentary censure.


As we speak (February 2014) Thomas practices at 306 South Oak Street in Pratt, Kansas which is about 80 miles west of Wichita.
