Attorney Roger Anstey of Avon, CT; ethical leprechaun

 
The state of Connecticut provided Roger Anstey with a law license in 1985.
 
The Statewide Grievance Committee found Roger guilty of the following misconduct.
  1. Failed to communicate with client regarding receipt of client funds
  2. Failed to act with reasonable diligence (slacker)
  3. Failed to deposit client funds in client trust account
  4. Failed to properly safeguard client funds
  5. Failed to promptly remit client funds to client upon his receipt
  6. Commingled client funds with his personal funds
Roger was hired to handle a number of debt collection matters on his client’s behalf, one of which involved Gail Velazco. A judgment for $3,023.24 was entered against Ms. Velazco. Subsequently, Roger located property owned by Ms. Velazco and placed a judgment lien on it on his client’s behalf.
 
Shortly thereafter, Ms. Velazco sold the property and $7,418.93 was transmitted to Roger in payment of the lien amount, including interest on the judgment. Roger then sent a release of the judgment lien to Ms. Velazco. However, Roger failed to disburse the funds to his client. Subsequently, the client learned on his own that Roger received the $7,418.93 and released the judgment lien. When Roger was confronted with this information, he indicated that as a result of an error in bookkeeping, he had failed to properly record the payment. However, Roger didn’t have the $7,000 to pay his client because he had spent it. He then offered to make installment payments to his victim. What a guy!
 
In another matter involving a debtor, James P. Sampson, Roger received installment payments on his clients’ behalf for a period of about two (2) years without ever remitting any of the payments to his client.
 
As a consequence of his misconduct, the enablers for Attorney Misfits sitting on the Statewide Grievance Committee punished Roger by gifting him with a complimentary reprimand.
 
As we speak (ca. February 2013) Roger continues to practice in the Avon, Connecticut area.
