Judge Dandrea Ruhlman of New York; certified moron, scofflaw, ethical gremlin

Judge Dandrea Ruhlman is a big time moron sitting on the Family Court in Rochester, NY.
On June 24, 2008, the New York Judicial Discipline Commission filed a complaint charging Judge Dandrea Ruhlman with a plethora of egregious misconduct.
 
After assuming the judicial throne in 2004, Judge Dandrea Ruhlman appointed a close and longtime friend Kimberly Keskin as her confidential court secretary.
 
Kimberly Keskin also had a close relationship with Judge Dandrea Ruhlman’s two children, who called her “Aunt Kimmy.” Prior to Judge Dandrea Ruhlman winning a seat on Family Court, Ms. Keskin provided her with uncompensated babysitting services and she also did typing for Judge Dandrea Ruhlman’s husband who was an attorney.
 
Upon hiring Ms. Keskin as her confidential court secretary, Judge Dandrea Ruhlman thought it was acceptable to have Ms. Keskin act as her personal servant at government expense. Judge Dandrea Ruhlman illegally had Ms. Keskin perform the following personal tasks for her while Ms. Keskin was on the government time clock.
  • On 01/26/04 Judge Dandrea Ruhlman brought her daughter to the court at 9:00 am and had Ms. Keskin care for her in her court office, and then had her take the child to a doctor’s office; drive her to a pharmacy, and then to Judge Dandrea Ruhlman’s home
  • On 01/30/04 Judge Dandrea Ruhlman brought her daughter to court at 9:00 am and had Ms. Keskin babysit her and then transport her to a day care provider
  • On 04/09/04 Judge Dandrea Ruhlman again brought her daughter to court and had Ms. Keskin babysit her
  • On 06/07/04 Judge Dandrea Ruhlman again had Ms. Keskin leave the court to pickup her daughter at Ruhlman’s home and take her to see a doctor
Judge Dandrea Ruhlman ordered Ms. Keskin to baby sit her daughter on several more occasions in 2004.
 
On July 12-13 2004, Judge Dandrea Ruhlman had the audacity to order Ms. Keskin to not only babysit her daughter but also two of her friends’ daughter at the courthouse.
 
At no time did Judge Dandrea Ruhlman offer to compensate Ms. Keskin for her babysitting services. Put simply, Judge Dandrea Ruhlman obviously felt that it was the duty of New York taxpayers to pay Ms. Keskin for these services, which they did.
 
Judge Dandrea Ruhlman admits she is a certified moron
 
Judge Dandrea Ruhlman had the chutzpah to claim that she misunderstood the role of a judge’s confidential court secretary. Judge Dandrea Ruhlman told the Judicial Commission that she “believed that because Ms. Keskin was appointed by and served at her pleasure, Ms. Keskin’s duties included providing her with assistance on personal matters.”
 
Judge Dandrea Ruhlman went on to tell the Judicial Commission that she believed that she understood that Ms. Keskin was a government employee paid by the state; however she believed the position of confidential court secretary included being the judge’s personal assistant and that such duty was part of her government paid employment.
 
Judge Dandrea Ruhlman also had the audacity to claim that she may have created at least the appearance of using public resources for her personal benefit. What do you mean may have Dummy? You did in fact illegally convert public resources (that’d be the government wages paid to Ms. Keskin) for your own personal use and benefit.
 
Judge Dandrea Ruhlman orders Ms. Keskin to perform work for her husband
 
Not satisfied with bilking the taxpayers by illegally using Ms. Keskin as her personal handmaiden, Judge Dandrea Ruhlman also had her perform personal secretarial services on behalf of her husband while Ms. Keskin was at the courthouse and being paid by the State of New York.
 
From February to May 2004, Judge Dandrea Ruhlman directed Ms. Keskin to perform personal typing duties for her husband during court business hours. At the time, Judge Dandrea Ruhlman’s husband was an assistant prosecutor for Monroe County. An example of these illegal duties personal typing duties imposed on Ms. Keskin by Judge Dandrea Ruhlman is as follows:
 
Updating Mr. Ruhlman’s pre-existing resume
Three cover letters re: application for employment at Monroe Community College
An email wherein Mr. Ruhlman applied for a Marine Corps award along with a two-page summary of his career achievements in the Marines
 
Members of Judicial Commission’s decision and punishment
 
The enablers and apologists on the Judicial Commission had the temerity to rule that the illegal use of government resources by Judge Dandrea Ruhlman in using Ms. Keskin as her personal servant was excusable because Judge Dandrea Ruhlman mistakenly believed Ms. Keskin had a duty to so act.
 
Did you get that folks? These certified enablers and apologists for Judicial Misfits actually bought into and excused the egregious misconduct of Judge Dandrea Ruhlman by agreeing that she “ignorant of the law.”
 
In the real world, the conduct of Judge Dandrea Ruhlman of converting public resources for her own personal use is cause for discharge and/or criminal prosecution. However, since she’s a judge, she’s held to a “lower standard of conduct.”
 
The Commission as expected punished Judge Dandrea Ruhlman by rewarding her with a “complimentary” censure. And of course these enablers never ordered that Judge Dandrea Ruhlman reimburse the State of New York for the wages it paid to Ms. Keskin for performing personal services on her and her husband’s behalf
 
Conclusion
 
To suggest that any elected government official with an I.Q. in excess of 55 would actually believe that government employees were under a duty to act as their personal servants doesn’t pass the involuntary laugh test.
 
It is painfully clear that Judge Dandrea Ruhlman feigned her ignorance of the law in illegally converting public resources to her own personal benefit. If her feigned ignorance was true, then I suppose Judge Dandrea Ruhlman is also of the opinion that Ms. Keskin could have been required to (a) mow the grass, (b) wash her car, (c) do her nails and/or (d) change the oil in her and her husband’s car.
 
Sadly, Judge Dandrea Ruhlman will be sitting on the Family Court in Rochester, New York until at least 2012.
