Attorney Edward Dougherty of Havertown, PA; serial thief
The state of Pennsylvania provided Edward Raymond Dougherty with a law license in 1994.
The Disciplinary Board found Edward guilty of misconduct:

Failed to timely return unearned fees

Neglected legal matters entrusted to him

Failed to timely respond to client inquires

Misappropriated (stole) client funds

Failed to deposit client funds in client trust accounts as required

Failed to provide competent legal representation (moron)

Closed his office and failed to advise clients

Failed to keep clients informed about status of their legal matters

Failed to provide written fee agreements to clients

Failed to take proper steps to protect client interests after being fired

Engaged in conduct involving fraud, dishonest, deceit or misrepresentation’

Engaged in conduct prejudicial to the administration of justice
On several occasions, Edward misappropriated (stole) clients funds and used them to pay his personal expenses. The amounts and names of his victims are as follows:

Of course this wasn’t Edward’s 1st bite at the Attorney Misfit Apple Tree. He previously received a complimentary informal admonition regarding his conduct in bankruptcy actions as follows:

Lied to client that he had filed bankruptcy petition when he hadn’t

Because Attorney Misfits in Pennsylvania are held to a much lower standard of conduct then everyone else, Edward was never criminally charged for stealing money from his clients.
As a consequence of his misconduct, the enablers for Attorney Misfits sitting on the Pennsylvania Supreme Court punished Edward by gifting him with a complimentary censure.
