Judge Robert Bowers of Fairfield, CA; ethical troll, repeat offender

 

The state of California presented Robert Simon Bowers with a law license in 1980 after he graduated from Georgetown University School of Law.

 

It should be noted that former Gov. Gray Davis was duped into appointing Bobby as a Solano County Superior Court Judge in 2003. Bobby didn’t receive the appointment because he was the most qualified attorney in the greater Solano County area. He received it because he had proven to be a reliable lackey for the local political hacks.

 

Additionally, Bobby has had his significant snout firmly implanted in the public trough for the past forty-five (45) years. Apparently, no self-respecting law firm in the greater Solano County area was about to offer him a good paying job.

 

FYI: This wasn’t Bobby’s First bite at the Judicial Misfit Apple Tree. He previously received one complimentary private admonishment and one advisory letter for engaging in a variety of misconduct.

 

The California Commission on Judicial Performance Board found Bobby guilty of engaging in the following misconduct, which involved his misconduct while presiding over a homicide case.

  • Improperly solicited a Marsden motion, which interfered with the attorney-client relationship
  • Made disparaging remarks about a defense attorney, which conveyed the appearance of bias and embroilment
  • Improperly interfered with the attorney-client relationship
  • Conveyed the appearance of retaliation for the attorney's motion to disqualify Bobby
  • Improperly discussed substitution of attorneys with another attorney, which conveyed the appearance of embroilment, bias, prejudgment, and abuse of authority
  • Improperly handled a statement of disqualification.
  • Knowingly violated upon his own disqualification or upon sufficiency in law, fact, or otherwise
  • Improperly struck the second statement of disqualification
  • Failed in his duty to disqualify in any proceeding in which disqualification is required by law
  • Failed in his duty to hear and decide all matters assigned to the judge, except those in which the judge is disqualified

As a direct consequence of his misconduct, the enablers for Judicial Misfits sitting on the Judicial Commission punished Bobby by gifting him with a complimentary admonishment.

 

As we speak (ca. January 2026), Jimmy continues to dispense his so-called brand of jurisprudence as an Solano County Superior Court Judge in Fairfield, California.
