The Phillipine Supreme Court provided Elmar A. Panopio with a law license in 1967
The Committee on Bar Discipline found Lamberto guilty of engaging in the ollowing misconduct.

Made a sham claim that he was merely exercising his right to withhold to exercise retaining lien for unpaid fees

Failed to obtain client consent to the application of its property to the unpaid fees because a lawyer cannot unilaterally appropriate his client's property

There was no proof that the client consented to Elmar’s ' withholding of the titles to satisfy the unpaid legal fees.

Elmar improperly exercised its right to retain his clients s documents as a lien

Failed to hold in trust all moneys and properties of his client that may come into Elmar’s possession

Failed to account for all money or property collected or received for or from his client

Failed to observe candor, fairness and loyalty in all his dealings and transactions with his client

Engaged in a conflict of interest
As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Philippines Supreme Court punished Elmar by gifting him with a complimentary reprimand.
