Attorney William Swann of Charleston, WV; bullying loser

The state of West Virginia presented William Marshall Swann with a law license in 2013 after he graduated from the West Virginia University College of Law.

In the matter,set forth below, Joey has been sued by a neighbor smearing dog feces on his home.

• According to the complaint, the plaintiff is a 66-year-old man who was forced to take a medical retirement because of his disabilities. He says he is a “vulnerable victim” according to state code because of his age and disability.
• The parties live next door to each other, but the plaintiff says he never had met the defendant before this incident.
• Billy came to the plaintiff’s home and began pounding angrily on the kitchen door
• The plaintiff said he and his son were in the house when Billy demanded the plaintiff get his son and open the door
• When the plaintiff refused, Billy accused him of allowing his dog to defecate in his Billy’s yard
• Joey was holding a plastic bag that contained dog feces
• Joey told the plaintiff if he did not open the door, he would smear feces on the door window
• The plaintiff asked Joey Swann to leave his property and that he was going to call the police, prompting Joey to tell him to go ahead and call the police
• Joey then took the bag and smashed it against the window and proceeded to smear the feces against the door’s window and the door itself
• The plaintiff was granted a personal safety order against Swann after law enforcement suggested it

The civil complaint against Joey is still pending. It should be noted that the enablers for Attorney Misfit sitting on the Lawyer Disciplinary Board haven’t taken any action against Joey.

And lastly, as one would suspect, Billy and his firm fail to mention the misconduct set forth above on their self-serving website at www.frostbrowntodd.com. Apparently, they chose to conceal this relevant information from prospective clients for the purpose of not limiting their future victim pool.
