Attorney Heather Downs of Racine, WI; ethical leprechaun

The state of Wisconsin presented Heather Russell Downs with a law license in 2001 after she graduated from the University of Wisconsin School of Law.

The Office of Lawyer Registration (OLR) found Heather guilty of engaging in the following misconduct.

• Engaged in illegal practice of law while license was inactive
• Improperly used the title “attorney” and held herself out as licensed and authorized to practice in Wisconsin
• Knowingly misrepresented here legal status as a licensed attorney
• Engaged in conduct involving fraud, deceit, dishonest or misrepresentation
• As a direct consequence of her misconduct, the enablers for Judicial Misfits sitting on the Wisconsin Supreme Court punished Heather by gifting her with a complimentary reprimand.

As we speak (ca. November 2023), Heather practices her so-called brand of law with the Modine Manufacturing Company at 1500 DeKoven Avenue in Racine, Wisconsin.
