The State of Maryland provided David A. Rikard with a law license in 1982 after he graduated from the University of Baltimore School of Law.

 

FYI: Former Gov. Robert Ehrlich was duped into appointing Davey as a Montgomery County Circuit Court judge in 2003. Davey didn’t receive the appointment because he was the most qualified attorney in the greater Baltimore area. He received it because he had proven to be a reliable lackey for the local political hacks.

 

It should be noted that Davey has had his significant snout firmly implanted in the public trough for the past thirty-eight (38) years. Apparently, no self-respecting law firm in the greater Baltimore area was about to offer Davey a good paying job.

  • Presided over high-profile case of a Magruder High School student who shot and nearly killed another teen in a bathroom
  • During the Magruder High murder case, Davey ruled from the bench as the state attorney himself, his current boss, sat in the front row of the gallery
  • The manner wherein Davey and the prosecutor handled the job switch contradicts Maryland Rules designed to promote public confidence in the independence, integrity, and impartiality of the judiciary
  • Presided over a series of hearings and did not reveal he was in talks to accept a job in the office of local prosecutors
  • Never disclosed he had discussed, negotiated, and accepted a position with the State’s Attorney’s Office as chief of the Felony Trial Division

As one would suspect when dealing with a cowardly misfit, Davey resigned his position as a judge before punishment could be meted out regarding his misconduct.

 

As we speak (ca. July 2023), Davey practices his so-called brand of law a Montgomery County Assistant State’s Attorney in Baltimore, Maryland.
