Former Judge Scott Ugell of Clarkstown, NY; ethical dwarf

The state of South Carolina provided Carmen Tevis Mullen with a law license in 1978 after she graduated from the University of South Carolina School of Law.

The New York State Commission on Judicial Conduct found Scotty guilty of the following misconduct.

  • Presided over a landlord/tenant case without disclosing that an attorney in the case had personally represented him in an unrelated matter
  • Failed to allow opposing party an opportunity to be heard (aka, due process)
  • Became a candidate for Clarkstown Town Supervisor without resigning from his position as Clarkstown Town Justice
  • Testified falsely in a lawsuit claiming he was ineligible to run for town supervisor

As one would suspect, rather than await a ruling from the Judicial Commission that may well have led to him being tossed off the bench, Scotty did what any coward would do, he resigned and agreed to never seek a future judicial position for the balance of his life.

As we speak (ca. July 2023), it is rumored that Scotty has an application pending for a job as a bathroom attendant at the Walmart Supercenter Store at 470 Route 211 East in Middletown, New York.
