Judge Jacques Fournier of Quebec, CAN; ethical goblin

The Law Society of Canada provided Jacques R. Fournier with a law license in 1981 after he graduated from the University of Montreal School of Law

FYI: Former Prime Minister Stephen Harper was duped into appointing Jacques as an Associate Chief Justice of the Superior Court of Quebec in 2013. Jacques didn’t receive the appointment because he was the most qualified jurist or attorney in the greater Quebec area, he received it because he had proven to be a reliable lackey for the local political hacks.

The Canadian Judicial Council found Jacques guilty of engaging in the following misconduct.

  • At the invitation of the Université de Montréal and the Chinese government, Chief Justice Fournier spent a week in Beijing in the context of an alleged educational program organized by the Université de Montréal
  • Jacques failed to inform the Commissioner for Federal Judicial Affairs of his participation in this program as contemplated by the Council’s Policy on International Judicial Activities
  • Because Jacques did not take the measures intended to assist in guarding against potential criticism for judicial involvement in an international activity concerning a country whose relationship with Canada is surrounded by some controversy
  • Jacques failed to perceive the impact of his conduct on the public’s confidence in the judiciary
  • Jacque’s consultation with the Commissioner beforehand would have provided some cautionary views and assistance on the part of the Commissioner
  • Consultation with the Commissioner is expected where political tensions between China exist

As a direct result of his misconduct, the cheerleaders for Judicial Misfits sitting on the Review Panel decided not to take any action of any kind against Jacques.

In a lame attempt at levity, the Review Panel members laughingly accepted Jacque’s so-called expression of remorse. In truth, these members appear to be Aspiring Standup Comedians.

As we speak (ca. January 2023), Jacques continues to dispense his so-called idea of jurisprudence as an Associate Chief Justice of the Superior Court of Quebec in Montreal, Quebec, Canada.
