Judge Kim Hoover of Stow, OH; serial scofflaw

The state of Ohio presented Kim Richard Hoover with a law license in 1979 after he graduated from the University of Akron School of Law.

Disciplinary Counsel of the Ohio Supreme Court found Kim guilty of engaging in the following conduct.

• Routinely ignores statutory and procedural safeguards governing collection of fines and costs (Screw it, said Kim!)
• Imposed jail sentence without conducting evidentiary hearing (aka, due process)
• Imposed fines without asking defendant if he/she was able to pay said fine
• Failed to advise defendants of their right to counsel (aka, due process)
• Failed to give reasonable notice to defendant of a hearing
• Exhibited a bias against people who appear without counsel and cannot afford to pay their fines and costs
• Failed to act in manner promoting public confidence in the integrity of the judiciary
• Failed to avoid impropriety and appearance of impropriety
• Repeatedly failed to uphold the law (scofflaw)
• Repeatedly engaged in conduct prejudicial to the administration of justice
• Failed to avoid words or conduct manifesting his bias or prejudice against parties that were unfortunate enough to have been forced to appear before him

And lastly, it appears that Kim is of the firm believe that “due process” is the means by which the grass becomes moist in the a.m.

All that remains now is to see what if any punishment is meted out to Kim by the enablers for Attorney Misfits sitting on the Ohio Supreme Court.

As we speak (ca. February 2022), Kim practices his so-called brand of jurisprudence as a Stow Municipal Court judge in Stow, Ohio.
