Former Judge Hannibal Patricio of Philippines; dimwit, repeat offender

The Philippine Supreme Court provided Hannibal R. Patricio with a law license in 1992 after he graduated from the University of the Philippines School of Law.

The Committee on Bar Discipline found Hannibal guilty of the following misconduct.

Hannibal’s 1^st bite at the Judicial Misfit Apple Tree

• Grossly ignorant of the law (dimwit)
   
  
• Engaged in manifest bias and partiality

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Republic of the Philippines Supreme Court punished Hannibal by gifting him with a complimentary Eleven Thousand Pesos (P21,000) fine.

Hannibal’s 2^nd bite at the Judicial Misfit Apple Tree

• Engaged in manifest bias
• Grossly ignorant of the law (dimwit)
• Engaged in conduct unbecoming a judicial officer
• Supreme Court held that Hannibal demonstrated total ignorance of the rule is that once a judgment attains finality, it thereby becomes immutable and unalterable
• Resorted to threats and intimidation to stop the implementation of a valid writ of execution
• Hannibal’s threats effectively prevented or stopped the carrying out of the valid writ

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Republic of the Philippines Supreme Court punished Hannibal by gifting him with a complimentary Eleven Thousand Pesos (P40,000) fine and a warning that similar conduct in the future would be dealt with more severely.

As we speak (ca. July 2021), Hannibal continues to sit as a Regional Trial Court Judge in Iloilo City, Philippines.
