The state of Kentucky presented Robert B. Conley with a law license in 1981 after he graduated from Northern Kentucky University School of Law.

The Judicial Conduct Commission found Shan guilty of engaging in the following misconduct.

• Failed to act in manner promoting public confidence in the integrity of the judiciary
• Abused judicial office to advance her personal or economic interests or that of others
• Failed to perform judicial duties fairly and impartially
• Failed to be patient, dignified, and courteous to litigants
• Improperly allowed family, social, political, financial, or other interests or relationships to influence her conduct or judgment
• Failed to disqualify himself when required to so act
• Engaged in illegal ex parte (one-sided) communications

As a direct consequence of her misconduct, the cheerleaders for Judicial Misfits and Aspiring Standup Comedians sitting on the Kentucky Supreme Court punished Donna by gifting her with a complimentary 14-day suspension from the bench.

As we speak (ca. September 2019), Donna continues to sit as a 53^rd Judicial Circuit Judge in Shelbyville, Kentucky.
