Attorney Willard Proctor Jr. of Little Rock; ethically insolvent
The state of Arkansas presented Willard Proctor Jr. with a law license in 1987 after he graduated from Tulane University.
While sitting as a Circuit Court Judge in Little Rock, the Judicial Commission found Willard guilty of the following misconduct in regards to his representation of and/or contacts with Cycle Breakers, Inc.

Prepared a loss/profit state and sent it to a bank to determine credit worthiness of Cycle Breakers

Willful misconduct by involving himself in the operation of Cycle Breakers

Sent money to a convicted robber that he had sentenced to prison

Allowed a party defendant in his court to live in his house for a week or more

Allowed another party defendant to live in his house on weekends

Gave rides in his personal vehicle to at least 8 party defendants

Personally collected money from defendants in open court and eating lunch and visiting with them in his chambers

Coerced his court staff to work for Cycle Breakers

Willfully failing to comply with the law by ignoring and by-passing that were an impediment to his personal interest in Cycle Breakers

Forcing defendants to pay fines in lieu of going to jail when he knew the money would be paid to his so-called non-profit organization
As a consequence of his misconduct, the Arkansas Supreme Court ordered that Willard be removed from his judicial office.
As we speak (ca. April 2012) Willard practices law at 2100 Wolfe Street in Little Rock.
