Ex. Judge William McGivern of San Rafael, CA; mentally incompetent

 
The California Supreme Court presented William McGivern with a law license in 1971 after he graduated from the University Of San Francisco School Of Law.
 
In 1997, then Gov. Pete Wilson appointed William McGovern to a judgeship on the Marin County Superior Court.
 
During his tenure on the bench, the California Judicial Commission forced Billy to retire. 
 
Bill reportedly suffered for years from memory lapses in court: not recognizing attorneys or what day of the week it was.  He was frequently confused, lost his way in the Hall of Justice and required help from his staff to get to his office.
 
Had it not been for the intervention of his fellow judges, all of whom were responsible for supervising Bill, he would have been forced to retire much earlier.
 
The powers-to-be in Marin County which would include all of the judges and attorneys who appeared before Bill are personally responsible for allowing him to remain on the bench when he clearly was unfit.
 
The Code of Professional Responsibility mandated that these so-called judges and attorney report Bill’s unfitness to sit on the bench to the California Judicial Commission and/or the California Surpeme Court.
 
One can only imagine how many litigants did not receive the justice they were entitled to because Bill was allowed to remain on the bench.
