Ex. Judge Yvonne L. Hughes of New Orleans; serial loser, celebrated moron

 
“Never Say Die” Yvonne will never be accused of being a quitter when it comes to her repeated attempts to obtain a seat a permanent seat at the “public trough.” From 1988-1999, Yvonne participated in fifteen (15) elections. Finally, in November 1999, Yvonne’s persistence bore fruit when she was able to dupe the voters in New Orleans into electing her as a Juvenile Court Judge.
 
Repeated monetary fines
Yvonne was repeatedly fined by the Ethics Board for campaign finance reporting violations, which resulted in fines and fees being assessed against her for $48,300. 
 
Cheating clients
Yvonne repeatedly defrauded her clients by billing them for legal services she never rendered. On at least 11 occasions, she received over $11,000 in fees from clients; however, she failed to provide the contracted for services and therefore cheated them. 
 
Notary commission suspended
After having her notary commission suspended in 1994, Yvonne continued to illegally hold herself out as a notary and to perform notary services.   In April 1996, she signed her name as notary to a client’s name to an affidavit of pauper status. 
 
Yvonne employing convicted felons and/or Morons
Yvonne’s employment of convicted felons goes like this:
  • Employed Wayne Barley (16 convictions) to receive calls from persons seeking release from jail. Based on Barley’s statements, she ordered the release of 1,102 individuals from Jan. 2001 through Dec. 2002. 
  • Hired Milton Armstead as her administrative assistant, and allowed convicts Kim Martin, Melvin Smith, and Wayne Barley to use the court’s computer to type judgments and to obtain access to juvenile records
  • Hired Willis Glover as compliance officer of the drug court. According to Yvonne, Glover was qualified because he had previously worked as a bank clerk, knew how to fix cars, and “was apparently an electrician.” Yvonne described Glover as her roommate, but denied any romantic involvement.
Missing work
Yvonne repeatedly reported for duty well after 8:30 a.m. On some occasions she would begin work at 12:30 p.m. and sometimes as late as 2:30 p.m., which caused havoc with litigants and/or attorneys who did appear on time (8:30 a.m.) Yvonne found it appropriate to pocket the undeserved and unearned wages (thousands of dollars) she received for failing to work an 8-hour day.
 
Yvonne’s laughable defenses
Yvonne testified that she believed the ethical restriction against associating with convicted felons applied only to “partying with them” and “doing bad things with them.” She was associating with other judges and lawyers, so what’s the point of this rule, right?
 
As a consequence of her egregious misconduct, the Louisiana Supreme Court removed Yvonne from the bench.
 
To be fair to Yvonne the Moron, she’s not the only unqualified Buffoon sitting on the bench in Louisiana.
