Attorney Glenn Caldwell of New Rochelle, NY; serial fraudster

The state of New York presented Glenn James Caldwell with a law license in 1975 after he graduated from St. John’s University Law School.

The 1^st Department Disciplinary Board found Glenn guilty of the following misconduct, all of which took place while he was employed as an Administrative Law Judge (ALJ) for the Parking Violations Bureau (PVB) of the New York City Department of Finance, which included as his responsibilities adjudicating summonses issued for illegal parking.

• Devised a scheme to avoid parking summonses for his own vehicles
• Deliberately failed to pay 167 summonses issued over a two-year period
• Failed to surrender ALJ I.D. card when he longer worked for PVB
• Ordered vanity plates for two family cars, intentionally requesting a combination of letters and numbers that he knew would provide him with a technical defense to any summons issued to those cars
• Over two years, amassed 167 parking tickets and paid none of them
• Eventually incurred over $12,000 in unpaid parking tickets
• Engaged in conduct involving fraud, deceit dishonesty or misrepresentation
• Engaged in conduct prejudicial to the administration of justice  

Because Attorney/Judicial Misfits in New York are held to a much lower standard of conduct then everyone else, Glenn was never criminally charged with fraud.

As a direct consequence of his misconduct, the enablers for Attorney Misfits sitting on the Department Disciplinary Board punished Glenn by gifting him with a complimentary 3-year suspension of his law license.

As we speak (ca. March 2018), Glenn practices at 2241 Palmer Avenue in New Rochelle, New York.
