The state of Massachusetts presented J. William Codinha with a law license in 1972 after she graduated from Tulane University Law School.

 

Billie’s misconduct took place while he was employed as a Middlesex County Assistant District Attorney.

 

In one matter, Billy was assigned to prosecute a rape case involving David Tucceri. Prior to the trial Billy “failed to disclose” a mugshot of Mr. Tucceri to defense counsel proving that the defendant had a mustache at the time of the rape even though the victim testified that her rapist was clean-shaven. As a consequence of Billy’s de facto criminal conduct, the Court of Appeals tossed out Tucerri’s conviction.

 

In another matter, Billy’s conviction in a murder case also led to a reversal being issued the Court of Appeals. In that case, the appellate judges described the egregious conduct of Billy, which included inflammatory statements that described the murder victim’s body to “charred meat.” Billy also commented on the defendant’s decision to not testify at the trial, a constitutional right that prosecutors are prohibited from addressing to the jury.

 

There were at least two other cases prosecuted by Billy that were reversed on appeal due to prosecutorial misconduct. It is painfully clear that Billy was willing to engage in any underhanded and/or illegal conduct in order to obtain a conviction even in cases where the defendant was innocent.

 

As is the case with almost every prosecutor who engages in egregious misconduct aimed at obtaining wrongful convictions, Billie was never charged with ethical violations by the apologists for Attorney Misfits sitting on the Board of Bar Overseers.

 

As we speak (ca. May 2016), Billy practices with Nixon Peabody LLP at 100 Summer Street in Boston, Massachusetts.
