Serial Scofflaw Judge Stephen Yarbrough seeks election to Ohio Court of Appeals

In a lame attempt at levity, Judge Stephen Yarbrough is running for a seat on the Court of Appeals in Toledo, Ohio to replace the recently deceased Judge William Skow.

Sadly, in the late 1990s the late Chief Justice Thomas Moyer appointed Judge Yarbrough to active duty as a visiting retired judge. A review of Judge Yarbrough’s wage and travel records conclusively prove that over the past 13 years he has consistently defrauded the State and numerous counties by billing for hours he never worked and/or travel expenses he never incurred. It is estimated that Yarbrough has pocketed at least $500,000 via this ongoing scam.

Yarbrough's favorite counties for perpetrating frauds over the years are Franklin (Columbus), Montgomery (Dayton), Butler (Hamilton), Mahoning (Youngstown) and last but not least Lucas (Toledo).

Articles detailing Judge Yarbrough’s serial frauds can be found at www.noethics.net under the category “Ohio Reporter.”

Lead-foot Yarbrough

In addition to being a serial thief, Judge Yarbrough also believes that the traffic laws do not apply to him. Below is the list as of this date regarding this serial scofflaw.
  1. 01/09/04 – Hamilton, Ohio – Speeding
  2. 10/06/03 – Delaware, Ohio – Speeding (2nd offense, mandatory appearance)
  3. 12/23/02 – Fairborn, Ohio – Speeding
  4. 11/11/98 – Oberlin, Ohio – Speeding
  5. 02/18/99 – Sylvania, Ohio – Speeding (42 mph in 25 mph zone)
  6. 09/18/96 – Findlay, Ohio – Speeding
  7. 05/27/96 – Findlay, Ohio – Speeding
  8. 01/30/96 – Sylvania, Ohio – Failure to Display Plates
  9. 01/16/96 – Columbus, Ohio – Speeding
  10. 06/27/95 – Marion, Ohio – Speeding/No seat belt
  11. 02/10/01 – Maumee, Ohio – Speeding
A review of Yarbrough’s Ohio turnpike receipts shows that he averages about 2.0 hours driving 154 miles from Youngstown to Perrysburg even though the speed limit is 65. This means he is breaking the law all the time. Mahoning County (Youngstown) travel records clearly demonstrate that Yarbrough has consistently broken the speed limit laws on the Ohio Turnpike for the last several years.

Apparently, Judge Yarbrough is of the opinion that he is “above the law” unlike the rest of us. Put simply, Yarbrough gives arrogance a bad name!

How in the world does a serial scofflaw and thief like Yarbrough muster up the chutzpah to ask the voters in Northwestern Ohio (greater Toledo area) to elect him to the Court of Appeals?

Electing Yarbrough to the 6th District Court of Appeals in Toledo would be akin to President Obama appointing Newt Gingrich as America’s Ethics Czar. What a loser!
