Judge George Gallagher of Ft. Worth, TX; sadistic bully

The state of Texas provided Angela Greene with a law license in 1975 after he graduated from St. Mary’s University Law School.

In one matter, Georgie was assigned to preside over the criminal case of Terry Lee Morris who was charged with soliciting sexual performance from a 15-year-old girl.

In some instances, defendants appearing in the Tarrant County courts are at times strapped with a stun belt around their legs. The devices are used to deliver a shock in the event the defendant becomes violent or attempts to escape. (Rebecca Pilar Buckwalter Poza)

However, in the case of Mr. Morris, Georgie used the stun device as punishment because Morris had the audacity to not answer Georgie’s questions properly during the trial. The record proves that Georgie shocked Mr. Morris at least three times, sending thousands of volts coursing through his body. The illegal mistreatment inflicted upon Mr. Morris, scared him to the extent that he never returned for the remainder of his trial and for the majority of his sentencing hering.

After he was convicted, Mr. Morris appealed, which led to a reversal of his conviction. In its reversal order, the Court of Appeals stated in part:

  • “While the trial court’s frustration with an obstreperous defendant is understandable, the judge’s disproportionate response is not.”
  • “We do not believe that trial judges can use stun belts to enforce decorum.”
  • “A stun belt is a device meant to ensure physical safety; it is not an operant conditioning collar meant to punish a defendant until he obeys a judge’s whim.”
  • “This Court cannot sit idly by and say nothing when a judge turns a court of law into a Skinner Box, electrocuting a defendant until he provides the judge with behavior he likes.”

The Court went on to state:

  • “Never before have we seen any behavior like this, nor do we hope to ever see such behavior again.”
  • “As the circumstances of this case perfectly illustrate, the potential for abuse in the absence of an explicit prohibition on non-security use of stun belts exists and must be deterred.”
  • “We must speak out against it, lest we allow practices like these to affront the very dignity of the proceedings we seek to protect and lead our courts to drift from justice into barbarism.”

Despite his barbaric behavior, the enablers for Judicial Misfits sitting on the State Commission on Judicial Conduct have not taken any action against Georgie the Barbarian. Even if they did, at worst he’d receive a complimentary admonition.

As we speak (ca. March 2018), Georgie continues to sit as a 396th Tarrant County District Court Judge in Fort Worth, Texas.
