Former Judge Andrew Moreland of Bicknell, IN; nepotist, convict

 
In November 2007, Andrew Moreland duped the voters in the Bicknell area into electing him as a judge on the Bicknell City Court.
 
From the time Judge Andrew ascended to the bench, he used his judicial position to employ his wife, Cindy Moreland, as Bicknell City Court Clerk.
 
In late 2009, the local Prosecutor filed five counts of Theft as Class D felonies against Judge Moreland in regards to allegations that he exerted unauthorized control over infraction ticket payments, payments to resolve failures to appear and to restore drivers’ licenses, and funds held in the Bicknell City Court’s bank account.
 
As a consequence of the felony charges, the Indiana Supreme Court suspended Moreland with pay in October 2009. In January 2012, Moreland entered into a plea agreement wherein he admitted to the five theft charges and was sentenced to a one and half year term. He was ordered to pay restitution of $29,000.
 
Shortly after he was indicted, the Indiana Judicial Qualifications Commission filed charges against Judge Moreland. As is the case with most Judicial Misfits caught with their hand in the cookie jar, Moreland agreed to resign from office and accepted a permanent ban from judicial service in return for the Commissions agreement to suspend its prosecution of his misconduct.
 
After his sentence is served, and because he will no longer be able to earn a dishonest living as Judge, Andy will likely have to apply for a job as a greeter at the local Wal-Mart.
