Judge Jeffrey A. Harkin of Hammond, IN; arrogant Dumbo

The state of Indiana presented Jeffrey Arleigh Harkin with a law license in 1995. In 2000 Jeffrey was successful in duping the voters in the Hammond area into electing him as a City Court Judge.

In 2011 the Indiana Judicial Commission found Jeffrey guilty of the following misconduct:
  1. Failed to act in a manner that promotes public confidence in the judiciary
  2. Failed to perform his judicial duties fairly and impartially
  3. Engaged in conduct aimed at coercing parties into settlements
  4. Failed to be patient, dignified and courteous to litigants
  5. Refused to comply with Indiana law
The gist of Jeffrey’s misconduct revolved around his arrogant conduct in disposing of traffic offenses over the course of several years. Indiana law required that the local prosecutor agree to any deferred prosecutions of traffic offenses, however, Arrogant Jeff decided he didn’t have to comply with that particular law. In fact, even though he was specifically advised that he was violating the law, Jeffrey continued to openly violate the law.

As a consequence of his misconduct the apologists for Judicial Misfits sitting on the Indiana Supreme Court punished Jeffrey by gifting him with a complimentary 60 days suspension from the bench.

As we speak (ca. April 2012) Jeffrey remains sitting on the Hammond City Court.
