Judge Patrick Dugan of Philadelphia: enabler for police misconduct

 
The state of Pennsylvania presented Patrick Dugan with a law license in 1994.
 
Judge Dugan recently presided over the trail of a Philadelphia policeman caught on video violently punching a woman at a Puerto Rican Day parade.
 
After presiding over the non-jury trial of Lt. Jonathan Josey, Patrick ignored compelling evidence contained in the aforementioned video.
 
Apparently, Judge Dugan is totally incompetent when it comes to understanding the Code of Judicial Conduct that prohibits a judge from sitting on a case wherein his impartiality might be reasonably questioned.
 
In this case, Judge Dugan is married to a Philadelphia policewoman. Dugan never revealed his marital relationship prior or during the trail and did not remove himself as required pursuant to the Code of Conduct.
 
Judge Dugan intentionally failed to consider the video evidence that contradicted Josey’s courtroom testimony.
 
Hopefully, the voters in Philadelphia will tell Judge Dugan to take a hike if and when he decides to run for re-election.
