The Texas Ethics Commission has consistently ruled that it is unlawful for a judge to use campaign funds to pay for subscriptions like the Wall Street Journal.
 
In a recent decision by the Texas Ethics Commission it said,”…the reading of the Wall Street Journal is not necessary to maintaining a law license or fulfilling legal education requirements. In addition, there is no evidence that the access to the Wall Street Journal furthers the respondent’s duties as an officeholder. Rather, it appears that the subscription primarily further personal purposes and is not connected with a senior judge’s duties or activities as an officeholder.
 
Unfortunately, Judge John Donovan lacks the requisite mental capacity (aka, dumbass) to understand that his conduct was illegal. Put simply, Judge John Donovan’s a dumbass in addition to be a scofflaw.
 
Judge John Donovan has illegally billed his campaign for the following subscriptions:
  • $35.55 –Dow Jones Newsletter subscriptions 
  • $511.14 –New York Times subscriptions
  • $191.00 – Wall Street Journal subscriptions
In addition, Judge John Donovan thought he was entitled to free XM Satellite Radio by billing his campaign $319.00.
 

Judge John Donovan of the District Court in Houston, Texas is but another in a very, very long line of ethical twerps, scofflaws and dumbasses that unfortunately permeate the court systems in Texas.
