Solicitor Ng Pak Chung of Hong Kong; ethical troll

 

The Law Society of Hong Kong presented Ng Pak Chung with a law license in 1986 after he graduated from the University of Hong Kong School of Law. He also received a license to practice in England and Wales in 1989.

 

The Law Society Disciplinary Counsel found Ng Pak Chung guilty of engaging in the following misconduct.

  • Failed to consult and seek prior consent from the Director of Legal Aid (DLA) to instruct counsel to attend several hearings in a District Court Proceedings
  • Failed to inform the Court in several hearings in the Case that counsel had been instructed without prior approval from the DLA
  • Improperly instructed counsel to ask for legal aid costs orders during 4 hearings in a case
  • Exaggerated medical conditions to provide an excuse for having instructed counsel to attend several hearings
  • Failed to inform the DLA of an alleged incapacity to deal adequately with a case and continued to act despite such alleged incapacity
  • Conduct reasonably regarded as disgraceful and dishonorable

As a direct consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the Disciplinary Board punished Ng Pak Chung by gifting him with a complimentary censure, a fine of HK25,000.00 ($3,119.00 US) and costs of HK$150,000 ($19,165.00 US).

 

As we speak (ca. October 2019), Ng Pak Chung practices with Ng & Co. at 61-65 Des Voeux Rad Road Central in Hong Kong.
