DA Frank Ruybalid of Trinidad, CO; slacker, repeat offender

The state of Colorado presented Francisco (Frank) E. Ruybalid with a law license in 1989 after he graduated from the University of Colorado Law School.

The Colorado Attorney Regulation Counsel has charged Frankie with engaging in the following misconduct.

• Failed to properly train and supervise his staff
• Failed to act with due diligence (slacker)
• Failed to disclose evidence
• Knowingly violated the rules of evidence in at least 3 cases
• Failed to provide witness statements to defense counsel
• Engaged in pattern of willful misconduct
• Took 7 months to review police reports placed on his desk
• Failed to implement systems to track cases when filed
• Failed to establish policy for handling law enforcement requests

All that remains now is to see what if any punishment is meted out to Frankie by the enablers for Attorney Misfits sitting on the Colorado Supreme Court.

As we speak (ca. May 2016), Frankie the Loser remains as the District Attorney for Las Animas and Huerfano counties.
