Attorney Richard Mulligan of Jackson, WY; ethical goblin  The state of North Dakota presented Richard J. Mulligan with a law license in 1980.
The Disciplinary Board found Richard guilty of the following misconduct.
In on matter, Richard made misrepresentations (lied) to his client that he had actually performed all of the legal services necessary in perfecting an appeal on the client’s behalf to the Wyoming Supreme Court.
Making matters worse, Richard billed the client (victim) at his hourly rate for legal work that was actually performed by an independent contract attorney.
As a consequence of his misconduct, the enablers for Attorney Misfits sitting on the North Dakota Supreme Court punished Richard by gifting him with a complimentary censure
As we speak (ca. May 2013), Richard practices with the Mulligan Law Office at 40 East Simpson Avenue in Jackson, Wyoming.
