Judge Francisca Tisher of Napa, CA; lying loser

The state of California presented Francisca P. Tisher with a law license in 1980 after she graduated from Empire University Law School in Santa Rosa, California.

Empire is a third-tier law school that accepts losers that could not get into mainstream schools such as UC Davis, UCLA, Pepperdine, USC or Stanford.

Former Gov. Pete Wilson was duped into appointing Francisca as a Napa County Superior Court judge in 1995. Francisca didn’t receive the appointment because she was the most qualified attorney in the greater Napa area. She received it because she had proven to be a reliable lackey for the local political hacks.

The California Commission on Judicial Performance found Fran guilty of the following misconduct.

While presiding over a hearing involving child custody and support payments, Francisca found it acceptable to knowingly and intentionally make statements to the attorneys representing the parties that she absolutely knew were false.

As a consequence of her misconduct, the Cheerleaders for Judicial Misfits sitting on the California Commission on Judicial Performance punished Fran by gifting her with a complimentary admonishment.

As we speak (ca. October 2014), Fran remains sitting as a Napa County Superior Court Judge.
