Judge C. William Bowkley Jr. of Randolph, NJ; ethical gremlin

 

The state of New Jersey presented C. William Bowkley Jr.  with a law license in 1971 after he graduated from Villanova University Law School.

 

Judge Bowkley serves as a part-time municipal judge for Jefferson, Chester Borough and Hopatcong and previously served as the part-time judge for Vernon in Sussex County.

 

Bowkley has had his significant snout firmly implanted in the public trough for the last 35 years (1978-2014).

 

The Advisory Committee on Judicial Conduct charged Judge Bowkley with the following misconduct.

 

  • Failed to observe high standards of conduct
  • Engaged in an egregious conflict of interest
  • Failed to comply with and respect the law
  • Failed to disqualify himself when disqualification was required
  • Engaged in financial and business dealings adversely reflecting on his impartiality

In one matter, Judge Bowkley provided legal counsel to Linda Mangan during her divorce proceedings in 2013 during the time he was serving as a judge in a related domestic violence matter involving Linda and her husband John Chibbaro.

 

Chibbaro was arrested in late 2012 as a result of a domestic violence matter involving Linda. On the same day, Linda applied for a restraining order with the Jefferson Police Department. At the time, Judge Bowkley was the municipal judge and issued a TRO and warrant for harassment against Chibbaro.  

 

The very next day, Chibbaro filed a complaint against Linda for harassment and shortly thereafter filed for divorce from Linda.

 

From October 2012 through April 2013, Judge Bowkley serves as the presiding judge over the harassment charges even though he had entered into a fee agreement in January 2013 to represent Linda in her divorce.

 

All that remains now is to see what if any punishment is meted out to Judge Bowkley for his despicable conduct.

 

As we speak, (ca. October 2014), Bowkley continues to serve as a part-time municipal court judge. He also practices law with Bowkley and Zelante PC at 390 Route 10 West in Randolph, New Jersey.
