Judge Bill Swann of Knoxville, TN; abusive bully

 

The state of Tennessee presented Bill Swan with a law license in 1975 after he graduated from the University of Tennessee Law School.

 

Billy has had his significant snout firmly implanted in the public trough for the past thirty-two years (1982 to 2014) as a Circuit Court Judge in Knoxville. Apparently, no self-respecting law firm in the Knoxville area was about to offer Billy a good paying job.

 

Recently, a group of litigants and attorneys appeared before a Tennessee Senate Panel wherein they accused Tennessee’s so-called judicial watchdog agency (Court of the Judiciary) of failing to take any action against abusive judges. They also complained that the investigation of judicial misconduct was conducted in secrecy.

 

In one matter, Wendy Rose-Egli of Knoxville advised the Senate Judiciary Subcommittee that Billy kept control of her child custody case for 41/2 years. Wendy went on to say that Billy refused to recuse himself (remove himself) from her custody case even though her attorney was running against Billy – with Wendy’s support. Billy then had the chutzpah to take out a print ad attacking Wendy; however, this didn’t cause Billy the Louse to remove himself from her case.

 

Wendy filed a complaint the Court of the Judiciary regarding Paulie’s unprecedented refusal to recuse himself from her child custody case. Wendy was then aided by her second husband, Russel Egli, an attorney in filing a second complaint against Paulie.

 

Subsequently, the cheerleaders for Judicial Misfits sitting on the Court of the Judiciary informed Wendy that they punished Paulie by gifting him with a private sanction.

 

Russell later told members of the Senate Committee that then-chief disciplinary counsel for the Court of the Judiciary told Wendy that he and Paulie were “good friends.”

 

As we speak (ca. July 2014), Billy remains sitting as a Circuit Court Judge in Knoxville, Tennessee.
