Attorney Thomas Leising of Topeka; disgusting thief, convict

The state of Kansas presented Thomas J. Leising with a law license in 1980 after he graduated from Washburn University Law School.

The Kansas Disciplinary Board found Tommy guilty of the following misconduct.

  • Engaged in conduct adversely reflecting on fitness to practice law
  • Engaged in conduct prejudicial to the administration of justice
  • Engaged in a pattern of misconduct
  • Victim of misconduct was vulnerable

In one matter, Tommy was appointed successor guardian and conservator for an incapacitated person, who later became the beneficiary of a substantial family trust.

During his tenure as guardian, a district judge reviewed Tommy’s accounting and held two hearings. At the second hearing, the examination was conducted by an attorney from the AG’s office. The hearing led to findings that Tommy made improper expenditures from incapacitated person’s funds of at least $60,000.

Some of the improper/illegal expenditures are as follows:

  1. Trip to New York by Tommy and the client costing over $6,775, including Plaza Hotel ($4,321), four Broadway shows, and $2,323 for airline tickets
  2. $11,532 paid to Tommy’s wife to take client shopping
  3. Two trips to Baby Dolls (gentleman’s club) on cash credit card advances of $470
  4. Clothing/footwear for members of Tommy’s family, including $136 at The Limited, $520 at Lady Footlocker, $626 at Dillards, and $246 at Jones Store
  5. Two trips to Cancun for wife, client and Tommy’s stepdaughter with $14,106 airfare and $12,181 hotel costs
  6. Six tickets for $174 to I Hate Hamlet for client, Tommy and four member’s of Tommy’s family

As a result of Tommy’s illegal expenditures, he was criminally charged with mistreatment of a dependent adult. The criminal case ended in a diversionary agreement after Tommy admitted that he had knowingly and intentionally  taken unfair advantage of his client, a dependent adult, by using or taking the physical or financial resources of the client for his personal or financial advantage by use of undue influence, coercion, harassment, duress, deception, false representation, or false pretense.

As a consequence of his misconduct, the Cheerleaders for Attorney Misfits sitting on the Kansas Supreme Court punished Tommy by gifting him with a complimentary 1-year suspension of his law license.

As we speak (ca. July 2014) Tommy practices in the Topeka, Kansas area.
