Judge Richard McQuade of Toledo; serial double-billing thief

 

After spending several undistinguished years as a Common Pleas Judge in Swanton, Ohio, political friends of Judge Richard McQuade were able to dupe President Ronald Regan into appointing him to a federal judgeship in Toledo, Ohio in September 1986.
 
After serving a mere three years as a federal judge, Judge Richard McQuade was forced to resign due to charges that he was engaged in sexual harassment of court employees and/or others.
 
Judge Richard McQuade then was appointed as Chairman of the Board of Blue Cross of Ohio; however, after a short stint in this position he was again forced to resign due to charges of sexual harassment.
 
Knowing that his employment opportunities were quite limited, meaning no self-respecting law firm in the greater Toledo, Ohio are would offer him any meaningful employment, Judge Richard McQuade then applied to Chief Justice Thomas Moyer asking that he be appointed to active status as a visiting retired judge. Based on Judge Richard McQuade’s well-known sordid history, Chief Justice Thomas Moyer determined that he “merited” appointment to active status.
 
As could be expected given his past track record, once appointed to active status by Chief Justice Thomas Moyer, Judge Richard McQuade began to defraud the taxpayers of Ohio and various counties by billing for hours he never worked and/or for travel expenses he never incurred.
 
Moreover, not being satisfied with billing 8 hours when he worked 1 hour or less, Judge Richard McQuade decided to defraud Ohioans by billing two counties for more than 8 hours of work on the same day as set forth in the eleven (11) examples set forth below.
 
Again, on behalf of the overtaxed citizens of Ohio, I hereby wish to extend my sincerest thanks to Chief Justice Thomas Moyer for foisting this certified thief and ethical elf on them.
