Judge Raymond Shannon of Cincinnati, serial scofflaw, ethical gnome

 

For many years, Judge Raymond Shannon sat on the 1st District Court of Appeals in Cincinnati.
 
In September 1981, Judge Raymond Shannon had the chutzpah to claim that judges in Ohio, which of course included him, deserved a $30,000 pay raise. The average median income in 1981 was $13,773, meaning that Judge Raymond Shannon was of the opinion that he and his brethren were entitled to a pay raise that amounted to almost 250% of what an average Ohioan was earning in 1981.
 
In 1995 Judge Raymond Shannon retired and began to receive a full pension, which was in the $70,000 a year range. Not satisfied with the public pork he had already digested over the years nor his generous pension, Judge Shannon then applied to Chief Justice Thomas Moyer for appointed to active status as a retired visiting judge.
 
As could be expected when dealing with a lifelong consumer of public pork, Judge Raymond Shannon found it acceptable to hose the taxpayers by billing for hours he never worked as a retired judge. On at least 5 occasions in 1999 and 2000, Judge Raymond Shannon billed the state for 8.0 hours of judicial services when in fact he was attending seminars in Columbus as set forth in the text box below.
 
Obviously, Judge Raymond Shannon couldn’t be in two places at one time, right?

From 1999 through March 2003, Judge Raymond Shannon claimed that he worked 673 consecutive eight-hour days as a visiting retired judge on the 1st District Court of Appeals in Cincinnati. As a result of these laughable claims, Judge Shannon was paid approximately $300,000.
 
Judge Raymond made these outlandish and clearly false claims of being a dedicated workaholic despite the fact that numerous other retired judges working on Courts of Appeals never made such claims.
 
Judge Raymond Shannon’s Present Employment
Unable to remove his snout from the public trough, Judge Raymond Shannon is now employed in the Children Service’s Department of the Hamilton County (Cincinnati) Prosecutor’s Office.
 
Judge Shannon graduated from law school in 1948; therefore, it would appear that he is at least 85-years-old. Why in the world would the Hamilton County Prosecutor employ anyone this old? More importantly, when will Judge Raymond Shannon decide to call it quits and permanently dislodge his significant snout from the public trough?
