Retired Judge Paul Martin of Ohio; serial thief, ethical dwarf

 

Sadly, Judge Paul Martin of Lancaster, Ohio was licensed to practice his brand of law in Ohio on March 17, 1948.
 
After many years of disservice as a Common Pleas Judge in Ohio, Chief Justice Thomas Moyer determined that Judge Paul Martin “merited” appointment as a visiting retired judge in 1993. Judge Paul Martin is yet another serial thief that Chief Justice Thomas Moyer determined "merited" repeated appointments as a visiting retired judge in Ohio.
 
Immediately upon being appointed to active status as a visiting retired Judge by Chief Justice Thomas Moyer, Judge Paul Martin embarked on a scheme to defraud the taxpayers of Ohio and Franklin County by billing for hours he never worked.
 
 A review of Judge Paul Martin’s compensation reports, all of which he certified as being true and accurate prove that from December 4, 1998 through November 13, 2000, that he defrauded the State and Franklin County to the tune of $32,500 by billing for hours he never worked.
 
I was able to determine Judge Paul Martin’s serial theft’s via a review of the time-stamped parking receipts he submitted to the Franklin County Auditor’s office. Those parking receipts prove that on eighty-three (83) occasions that Judge Paul Martin claimed he worked a full eight-hours when in fact his average workday was a mere 2.6 hours.
 
As a result of Judge Paul Martin’s serial frauds, he illegally collected $32,500 in wages from the State of Ohio and Franklin County for judicial services he never performed.
 
The table below details the actual hours worked by Judge Paul Martin in accordance with the time-stamped parking receipts he submitted to the Franklin County Auditor for reimbursement. Despite being advised of Judge Paul Martin’s serial thefts, Chief Justice Thomas Moyer never took any action to force him to reimburse the State and/or Franklin County as a result of said documented thefts.
