Judge Bill Skinner of Jackson, MS; Judge Roy Bean Wannabee

 
FYI: Judge Roy Bean was an infamous Justice of the Peace and saloon owner in Texas who called himself the "The Law West of the Pecos." Roy was also affectionately referred to as the Hanging Judge.
 
The state of Mississippi presented William L. Skinner with a law license in 1999 after he graduated from the University of Baltimore Law School.
 
In one matter, Billy sat on a case involving allegations of sexual molestation of a young girl by her father. Billy issued a no-contact order against the father then removed himself from the case in 2011 because a court worker was related to the father.
 
However, court records proved that one month later that Billy issued arrest orders on the parents for contempt of court. He did this after getting a tip from a lawman that the parents were still together and he heard from a relative that the father was running.
 
The mother was arrested in front of her sex minor children, who were taken into foster case and not returned for four (4) months. Both parents were wrongfully arrested and jailed for 72 hours without notice or hearing that unconstitutionally stripped them of their due process rights. Making matters worse was the fact that Billy had no legal right to proceed in the matter since he had removed himself from the case prior to ordering the parents jailed.
 
Apparently, Billy the Moron believed that “due” process was the means by which the grass gets moist in the a.m.
 
As a consequence of his misconduct, the Patron Saints for Judicial Misfits sitting on the Indiana Supreme Court punished Richard by gifting him with a complimentary 30-day suspension from the bench without pay.
 
As we speak (ca. October 2013) and thanks to the comedians sitting on the Indiana Supreme Court, Billy continues to sit as a District 3 Hinds County Court Judge in Jackson, Mississippi.
