Judge Richard McQuade; degenerate serial thief  

 
Judge Richard McQuade is a retired judge who previously sat on the Fulton County Ohio (Swanton) Common Pleas Court.
 
Ohio Revised Code (ORC) 141.07 – Compensation and expenses of judges holding court outside county of residence states that upon assignment of the chief justice of the supreme court the assigned judges:
 
“Shall receive the actual and necessary expenses incurred while so holding court in that county.”
 
Obviously, the terms “actual” and “incurred” in regards to travel expenses means exactly what it says. Put simply, if Judge Richard McQuade did not “actually incur” a travel expense and then submitted a claim for reimbursement, then he would be guilty of fraud (aka, theft-in-office.)
 
Judge Richard McQuade would have us believe that for the years listed below that he “actually incurred” (meaning he actually spent) the following amounts in Toledo, Ohio for meals.
 
1979 – February
Lunch – 3 times costing exactly $15.00 each time
 
1992-1998 lunches at $20.00
Lunch – 32 times costing exactly $20.00 each time
 
1992-1998 lunches at $15.00
Lunch – 169 times costing exactly $15.00 each time
 
1992-1998 lunches at $10.00
Lunch – 25 times costing exactly $10.00 each time

It would be impossible for Judge Richard McQuade to have spent $15 for lunch in downtown Toledo in 1979 when the average lunch was less than $3.00. In fact, in 1981 I opened up a luxury Asian Restaurant in Toledo. The most expensive entrée on the menu was the “Asian Surf & Turf” that cost $9.95. In addition, lunch specials averaged $3.25.
 
Moreover, any restaurant in downtown Toledo that advertised and charged $20 for lunch in 1992 or 1993 would have immediately been forced out of business.
 
Judge Richard McQuade’s meal expense claims as set forth above are clearly fabricated. Therefore, there can be no dispute that Judge Richard McQuade is guilty of committing 229 felony theft-in-office offenses.
 
From July 1998 through early 2002, it is estimated that Judge Richard McQuade submitted an additional 125 fraudulent meal expense claims in Toledo.
 
The total dollar amount of the serial frauds committed by Judge Richard McQuade in Toledo is at least $5,000.
