Judge June Rose Galvin of Toledo; serial scofflaw, ethical gremlin

 
Judge June Rose Galvin is a retired judge who previously sat on the Domestic Relations Division (Family) of the Lucas County (Toledo) Common Pleas Court.
 
Ohio Revised Code (ORC) 141.07 – Compensation and expenses of judges holding court outside county of residence states that upon assignment of the chief justice of the supreme court the assigned judges:
 
“Shall receive the actual and necessary expenses incurred while so holding court in that county.”
 
This is the same language contained in the “Itemized Travel Expense Report Forms issued by the Franklin County Common Pleas Court in Columbus to retired visiting judges such as Judge June Rose Galvin.
 
Obviously, the terms “actual” and “incurred” in regards to travel expenses means exactly what it says. Put simply, if Judge June Rose Galvin did not “actually incur” a travel expense and then submitted a claim for reimbursement, then she would be guilty of fraud (aka, theft-in-office.)
 
Judge June Rose Galvin would have us believe that for the years listed below that she “actually incurred” (meaning she actually spent) the following amounts in Columbus for meals.
 
1996 through 1998
  • Breakfast – 156 times costing exactly $5.00
  • Lunch – 156 times costing exactly $6.00
  • Dinner – 156 times costing exactly $14.00
1999 through 2000
  • Breakfast – 96 times costing exactly $6.00
  • Lunch – 96 times costing exactly $9.00
  • Dinner – 96 times costing exactly $20.00
Judge June Rose Galvin’s claim that she actually incurred the same cost to pay for breakfast, lunch and dinner on 756 occasions in Columbus doesn’t pass the involuntary laugh test.
 
The truth of the matter is that over a five-year period of time, Judge June Rose Galvin submitted 756 sham meal expense claims in Columbus.
 
From 2001 through October 2009, it is estimated that Judge June Rose Galvin submitted well over 1,000 sham meal expenses in the same manner as set forth above.
 
Therefore, it is patently clear that Judge June Rose Galvin is guilty of at least 2,000 instances of submitting fraudulent meal expense claims in Columbus from 1996 through 2009, which makes her a serial scofflaw extraordinaire.
