The state of Oregon provided Mark L. Runnels with a law license in 1980 after he graduated from Lewis & Clark Law School.
 
The Oregon State Bar found James guilty of the following misconduct.
  1. Accepted an illegal fee
  2. Neglected a legal matter entrusted to him for over one year
  3. Failed to withdraw from matter when withdrawal was mandatory
  4. Paid himself legal fees w/o obtaining required court approval
  5. Failed to reasonably explain matter to client so client could make informed decisions
  6. Engaged in conduct prejudicial to the administration of justice
  7. Failed to act with due diligence (slacker)
  8. Failed to avoid a conflict of interest
  9. Failed to expedite legal matter
  10. Knowingly failed to provide legal services for client
  11. Engaged in a pattern of neglect
As a consequence of hid misconduct, the apologists for Attorney Misfits sitting on the Oregon Supreme Court punished Mark by gifting him with a complimentary 1-year suspension of his law license.
 
As we speak (ca. August 2013) Mark practices at 146 Octavia Avenue in Klamath Falls, Oregon.
