In one matter, Alfred refused to voluntarily pay a judgment rendered against him. Alfred signed a membership agreement with the Hennepin County Law Library, which allowed him access to on-line computer research services. When Alfred failed to pay the Library for the agreed services, he was sued and the district court entered a judgment against him for $1,680.59 plus $200 in costs and one month later ordered that he pay the judgment to the Library.

Alfred did not appeal the district court order and failed to make any voluntary payments on the judgment as ordered to do.

In a second matter, Alfred refused to pay a $129 court filing fee when he filed a petition for writ of habeas corpus in Anoka County District Court. Subsequently, Alfred submitted a personal check for the filing fee, but, after the petition was denied with a hearing he stopped payment on the check.
