Joe Driver of Garland, Texas a scofflaw; certified moron, ethical gremlin

 

Rep. Joe Driver of Garland, Texas hit the proverbial jackpot in 1993 when he succeeded in scamming the voters in the Garland to vote for him as the Representative in the 113th District.
 
Section 253.035 of the Texas Election Code prohibits a candidate or officeholder from converting campaign contributions to his/her personal use.
 
In addition, Ethics Opinion No. 104, which specifically prohibits the use of campaign funds to pay for food/groceries/beverages, dry cleaning, laundry, cleaning supplies and/or personal items while residing in Austin during legislative sessions.
 
Despite these prohibitions, Rep. Joe Driver repeatedly violated Texas Campaign laws by using campaign funds to pay for drying cleaning while in Austin. Those illegal expenditures are as follows:

  3. 02/19/2007 - $88.50 – Apt. lodging supplies
  4. 01/09/2005 - $247.54 – food/supplies for Austin apt.
  5. 02/05/2005 - $60.81 – bathroom accessories for Austin apt.
  6. 02/05/2005 - $52.99 – food/supplies for Austin apt.
  7. 02/05/2005 - $88.92 – picture frames/pharmacy items for Austin apt.
  8. 03/08/2005 - $104.80 – food/supplies for Austin apt.
  9. 05/01/2005 - $63.89 – food/supplies for Austin apt.
  10. 03/25/2005 - $312.39 – Bed linens for Austin apt.
  11. 01/12/2003 – Randall’s = $125.15 – for apartment stuff
  12. 01/13/2003 – Randall’s = $115.73 – food/supplies for Austin apt.
  13. 03/31/2003 – Randall’s = $116.68 – for apartment stuff
  14. 05/13/2003 – Randall’s = $72.02 – for apartment stuff
  15. 01/15/2003 - $100.00 – apartment food
  16. 03/04/2001 - $77.34 – food/toiletries for Austin apt.
  17. 03/26/2001 - $65.76 – food/toiletries for Austin apt.
  18. 05/05/2001 - $69.34 – food/toiletries for Austin apt.
  19. 01/13/2001 - $114.73 – supplies/food for Austin apt.
As you can see from the above entries (Nos. 11, 13 and 14), Rep. Joe Driver had the audacity to list the illegal expenditures as “apartment stuff.” This not only establishes that Rep. Joe Driver is a serial scofflaw but that he has utter contempt for adhering to the laws he took an oath to uphold.

Clearly this expenditure would appear to be improper because any damages caused to the apartment would likely have been of a personal nature, which would be no different if the damages took place at Rep. Joe Driver’s home in Garland. For all we know, the damage could have been intentional and/or came about due to Rep. Joe Driver being drunk.
