Rep. Stephen Frost of Atlanta, Texas a scofflaw; ethical gremlin, moron

Rep. Stephen Frost was able to dupe the voters in Bowie County, Texas into electing him to the 1st District in the House of Representatives.

Section 253.035 of the Texas Election Code prohibits a candidate or officeholder from converting campaign contributions to his/her personal use.

In addition, Ethics Opinion No. 104, which specifically prohibits the use of campaign funds to pay for food/groceries/beverages, dry cleaning, laundry, cleaning supplies and/or personal items while residing in Austin during legislative sessions.

Despite these prohibitions, Rep. Stephen Frost repeatedly violated Texas Campaign laws by using campaign funds to purchase personal supplies while staying in Austin. Those illegal acts are set forth below.
  • Dillards, 20050118, 136.78, supplies for living in Austin
  • Dillards, 20050118, 217.03, supplies for living in Austin
  • Wal Mart, 20050125, 39.45, personal items need for stay in Austin
  • HEB, 20050127, 68.48, food for apartment in Austin
  • HEB, 20050210, 104.39, food and cleaning supplies for apartment
  • HEB, 20050316, 105.39, food and cleaning supplies for apartment
  • Target, 20050118, 90.81, supplies for living in Austin during session
  • Dillards, 20050118, 136.78, supplies for living in Austin during session
  • Dillards, 20050118, 217.03, supplies for living in Austin during session
  • Wal Mart, 20050125, 39.45, personal items need for stay in Austin
  • Target, 20070116, 89.58, groceries and cooking supplies
It is quite clear that Rep. Stephen Frost is not only a serial scofflaw but that he is also a certified moron. And how do we know that Rep. Stephen Frost is a moron? On two occasions he specifically billed his campaign for “personal items.” Therefore, it cannot be disputed that this moron is incapable of understanding Texas law prohibiting the use of campaign funds for “personal” use.

Dry Cleaning in Austin

To assure that he would retain his exalted status as a monumental moron (M & M), Rep. Stephen Frost also could not understand the simple language in the law stating that legislators were prohibited from using campaign funds to pay for dry cleaning while in Austin. Below is the list of Rep. Stephen Frost repeatedly violating this law.
  • 02-11-05 paid $10.77 Hangers Routes Austin dry cleaning while in session
  • 02-28-05 paid $17.42 Hangers Routes Austin dry cleaning while in session
  • 03-14-05 paid $15.53 Hangers Routes Austin dry cleaning while in session
  • 03-23-05 paid $6.00 Hangers Routes Austin dry cleaning while in session
  • 03-29-05 paid $7.57 Hangers Routes Austin dry cleaning while in session
  • 04-11-05 paid $10.77 Hangers Routes Austin dry cleaning while in session

  • 05-11-05 paid $9.60 Hangers Routes Austin dry cleaning while in session
  • 05-23-05 paid $6.30 Hangers Routes Austin dry cleaning while in session
On July 10, 2008, the Texas Ethics Commission ruled that Rep. Stephen Frost converted contributions to personal use when he used political contributions to pay for “groceries, cooking supplies, and food.” The Commission went on to find Rep. Stephen Frost guilty of illegally converting campaign funds to pay for drying cleaning while he was in Austin.

Since Rep. Stephen Frost is a lawyer, he did what most lawyers do; he lied to the Texas Ethics Commission when he denied he was guilty of any wrongdoing. Rep. Stephen Frost’s denial was in writing. Had he done it verbally the Commission would have or should have immediately recognized he was lying because his lips would have been moving.

Rep. Stephen Frost promotes himself on his official web site

On his web site, Rep. Stephen Frost states that he appreciates the importance of education and “has spent time as a volunteer reading instructor with at-risk children.” How in the hell does a certified moron, who has difficulty in understanding simple English act as a reading instructor? I can’t think of anyone who is in more need of a crash course in remedial English than Rep. Stephen Frost, right?
