Appeals Judge Michael O’Neill of Dallas; scofflaw, ethical goblin

Unfortunately, Judge Michael O’Neill continues to sit on the 5th District Court of Appeals located in Dallas, Texas.

It is apparent that Judge Michael O’Neill is of the opinion that he can lawfully expend campaign funds to contribute to expansions at the Belo Mansion and/or for payments to the Dallas Bar Foundation

Belo Mansion Expansion

Over several years, Judge Michael O’Neill has paid at least $15,000 to the Dallas Bar Foundation for the cost of expanding the Belo Mansion. These expenditures have no relationship to official officeholder duties nor can O’Neill claim with a straight face that they relate to official campaign activities. Those expenditures of campaign funds are set forth below.

  • Dallas Bar Foundation, 20061201, 5000.00,Final payment on 'Raising the Bar' fund
  • Dallas Bar Foundation, 20050621, 5000.00,Belo Expansion campaign
  • Texas Bar Foundation, 20050621, 500.00,Dues (balance)
  • Dallas Bar Foundation, 20030703, 5000.00,Belo
Dinners for Court Staff

I personally fail to see how Judge Michael O’Neill can lawfully claim that spending hundreds of dollars on dinners for court staff is specifically related to his official judicial officeholder duties. It clearly has nothing to do with legitimate campaign expenses unless Judge Michael O’Neill’s intent was to purchase the votes of his court staff.

Below are examples of the dinners provided to court staff by Judge Michael O’Neill that were paid for with campaign funds.

Ya think he told them it didn’t cost him a damn nickel
  • Old Warsaw, 20090303, 529.72, Staff Christmas dinner
  • Stephan Pyles Restaurant, 20080819, 462.57, Staff summer dinner
  • Old Warsaw, 20080228, 582.14, Staff dinner
  • Old Warsaw, 20061204, 729.65, Staff dinner
  • Old Warsaw, Restaurant, 20050121, 411.19, Staff dinner
Do ya think that Judge Michael O’Neill ever advised any of his court staff that he didn’t incur any costs for providing them with these sumptuous meals? More than likely, Judge Michael O’Neill said something like “This dinner is on me!”

Training Seminars for Court Staff

It would be laughable for Judge Michael O’Neill to claim that spending campaign funds to pay for seminars attended by Dallas County court employees was part of his official officeholder duties. It surely cannot be the official duty of a judge to use campaign funds to further the education of government employees even if they work on behalf of the judge.

Below are the expenditures made by Judge Michael O’Neill to defray the costs for said seminars.
