The state of Michigan provided Thomas D. Wininger with a law license in 1979.
 
A disciplinary hearing panel found Thomas guilty of the following misconduct.
 
In on matter, Tom represented the plaintiff in a wrongful death action against multiple defendants. Eventually, a settlement was placed on the record wherein the defendants agreed to pay a total of $118,000.
 
In accordance with the terms of the settlement, $100 was to be used to satisfy a Blue Cross lien for payment of medical services.
 
Subsequently, Tommy received checks from the defendants totaling $117,500; however, he failed to deposit the checks into an identifiable client trust account. Tommy then failed to notify Blue Cross of the receipt of the settlement funds and failed to make restitution to Blue Cross until after an investigation by the disciplinary panel took place.
 
As a consequence of his misconduct, the enablers sitting on the Michigan Supreme Court punished Thomas by gifting him with a complimentary reprimand.
